The situation we see every week

A business has a project to deliver overseas. The team is booked, the dates are set, and HR confirms cover only to find the corporate travel policy contains a government advisory exclusion. The destination is now under “advise against all but essential travel” or “Level 3 / Level 4,” so cover does not respond regardless of conditions on the ground.

Travel insurance for high-risk countries (sometimes called mission insurance or war-risk travel insurance) is built for trips that standard corporate policies exclude. Cover is underwritten on a per-trip or annual basis against a defined destination and travel period.

Cover remains in force in destinations under FCDO "advise against all but essential travel," US State Department Level 3 or Level 4, and equivalent DFAT or Global Affairs Canada advisories.

Gulf and Middle East: current travel cover position

Most enquiries we receive at the moment concern business travel to the Gulf and wider Middle East. Government advisories have shifted significantly across the region. Below is a summary of the current position for UK travellers under FCDO advice.

United Arab Emirates

FCDO advises against all but essential travel to the UAE. Standard UK business travel cover is typically void for Dubai, Abu Dhabi, and other emirates while the advisory is in force.

Qatar

FCDO advises against all but essential travel to Qatar. Standard UK business travel cover is typically void for Doha and elsewhere in the country while the advisory is in force.

Bahrain

FCDO advises against all but essential travel to Bahrain. Standard UK business travel cover is typically void for Manama and elsewhere in the country while the advisory is in force.

Kuwait

FCDO advises against all but essential travel to Kuwait. Standard UK business travel cover is typically void while the advisory is in force.

Saudi Arabia

FCDO has issued shelter-in-place guidance for parts of Saudi Arabia and advises against all travel to within 10km of the Yemen border. Some standard policies restrict cover in the country; check your wording.

Oman

FCDO has issued shelter-in-place and departure guidance for parts of Oman, including Duqm. Some standard policies restrict cover in the country; check your wording.

Other destinations currently subject to FCDO “advise against all but essential travel” or “advise against all travel” include parts of Jordan, Lebanon, Iraq, Iran, Israel, Palestine, Syria, Yemen, Egypt, and Afghanistan. Probably not. As of 2026, the FCDO advises against all but essential travel to the United Arab Emirates, Qatar, Bahrain, and Kuwait. Standard UK corporate travel insurance is voided in those destinations while the advisory is in force. Saudi Arabia and Oman are not subject to a blanket FCDO “advise against” advisory at present, but shelter-in-place guidance has been issued for parts of both, and some standard policies restrict cover in either country regardless. Read your policy wording carefully or get in touch and we will help work out the position.

For trips to any Gulf or wider Middle East destination, specialist travel insurance through our partner remains valid where standard cover does not, and Sicuro’s regional teams are already operational across the region.
