In 2024, Sicuro Group Africa undertook a comprehensive Brand Protection Operation for a Global FMCG Multinational, covering the full operational chain, from Market Surveillance to Investigation and Enforcement.
Our mission was to safeguard brand reputation, restore market integrity, and dismantle the networks enabling counterfeit trade.
Market Surveillance: Mapping the Counterfeit Landscape
The first phase of the operation focused on structured market surveillance across key urban and border trade zones, Kariakoo, Manzee, and Wala Markets in Dar es Salaam, and Mwanza Central Market.
Through HUMINT-led field intelligence, product sampling, and visual audits, Sicuro Group teams identified disturbing trends:
- Counterfeit goods displayed alongside genuine products.
- Retailers misleading consumers through identical packaging and claims of authenticity.
- A steady inflow of counterfeit stock via informal logistics routes through Dar es Salaam Port and the Mwanza–Kigoma corridor.
The data collected enabled our analysts to map the counterfeit ecosystem, identify control points, and prepare the groundwork for targeted investigations.
Investigation: Tracing the Distribution Chain
With field intelligence validated, we initiated a deep-dive investigation to uncover the full structure behind the counterfeit operation.
Our findings revealed:
- Warehouses in Kariakoo and Manzee Markets operating under generic, unregistered names to evade taxation and detection.
- Distribution networks using multiple shell traders and sub-leased stalls to conceal ownership.
- Cash transactions and undocumented freight shipments masking the source of counterfeit inflows.
Controlled purchases and forensic verification confirmed deliberate counterfeiting. This allowed Sicuro Group to build a credible evidentiary trail, directly connecting counterfeit circulation to key importers and distributors.
Enforcement: Coordinated Action with Authorities
Once the evidence met the required legal threshold, Sicuro Group facilitated multi-agency enforcement with the Tanzania Bureau of Standards (TBS), the Fair Competition Commission (FCC), and local law enforcement units.
The enforcement phase achieved:
- Confiscation of counterfeit inventory from high-volume distribution hubs.
- Identification of warehouse owners and logistics intermediaries involved in product circulation.
- Submission of detailed reports and photographic evidence to competent authorities for follow-up legal action.
Each enforcement action was conducted transparently, respecting national legal frameworks and ensuring full accountability across all parties involved.
Impact and Lessons Learned
This operation demonstrated the effectiveness of an intelligence-driven approach to brand protection in Africa. Key outcomes included:
- Disruption of counterfeit supply chains at wholesale and retail levels.
- Increased voluntary compliance from retailers once enforcement actions commenced.
- Strengthened collaboration between private investigators and Tanzanian authorities in tackling counterfeit trade.
